SHANGHAI -- China plans to step up its use of the weather modification techniques that brought sunny skies for both the Beijing Olympics and last year's giant military parade on National Day.
The official China Daily newspaper reported Thursday that China is even going to try to regulate the weather during the five-month long Shanghai Expo that begins on May 1.
"The Shanghai event will be a challenge as it lasts 184 days and may be affected by monsoons and high temperatures," the paper said.
Zheng Guoguang, head of China's Meteorological Administration, told the paper that manipulating the weather is a developing science that needed more research and study. "It is still at a research-and-use stage and there are still a lot of problems to be resolved."
Still, Zheng said China is already actively involved in modifying the weather over a large part of the country in an effort to improve crop yields, particularly wheat. Some 840 flights were made to increase rainfall last year, he said, and 116,000 rockets and 8,900 artillery shells were fired into the atmosphere.
Shot from planes or artillery on the ground, the rockets and shells bombard clouds with silver oxide pellets. The chemical attracts particles of water stored inside the cloud, massing them into heavier drops that are more likely to fall as rain or snow.
China claims "seeding" clouds does not cause pollution and says the traces of silver oxide found in the water supply after clouds have been seeded are within national drinking water standards.
Zheng said demand is rising across China for cloud seeding to relieve the decade-long drought in the north of the country, including Beijing, and prevent damaging hail storms, both of which affect the food supply.
He said he expected modifying the weather would help China meet its goal of increasing grain yields by 50 million tonnes annually.
China spent $140 million manipulating the weather in 2009, but claimed it earned back 30 times that much in increased crop yields.
China's weathermen seem happy to take credit for the good affects of cloud seeding, but when the China Daily reported last November that the government's weather control establishment was responsible for the second major snow storm to hit the capital in less than two weeks, there was a deafening silence from the Weather Modification Centre that comes under Zheng's administration.
It appeared happy to let Mother Nature take the blame for the clogged highways and grounded flights.
About two dozen countries around the world practice weather manipulation, including the U.S., Russia, India and Canada.
Following Chile's powerful aftershock this week, investigations revealed a nuclear testing connection to the earthquakes, increasing interest in beforeshock lights. Chilean eyewitnesses further descibed these bright lights and how to help suffering Chileans.
Aurora type lighting has been associated with earthquakes for a long time according to some reports (See youtube video #1 below) and various theories explain these. Imperialist government secrets about geoengineering and high-tech earthquake weapons that have been tested, plus increased awareness of the weapon of mass detsruction, HAARP that can trigger earthquakes correlate with increased concern and fear related to earthquakes and other "natural disasters." A new wave of attention to earthquake lights recently occurred after Journalist Cecillia Lagos and another eyewitness, Lorena Rios described the frightening, odd, bright lights before the recent monumental earthquake in Chile.
Ms. Lagos, from her home in Santiago, said in the February 27, 2010 CCN report (#3 Youtube video below at 00:19) that "the sky was changing colors as if it was 'Apocalypse Now." She stated two days ago that the lights were the most frightening part of the quake.
Ms. Lorena Rios was driving in her car in Santiago when the earthquake struck Chile. She tells CNN (Youtube below at 00:37) that there was "some type of lightning in the sky, as if they were shutting down the electricity."
Similar odd lighting was noted by witnesses in China and in Haiti moments before their last major earthquakes that devastaed them. One news reporter downplayed eyewitness reports and citizen discussions about the odd quake lights saying something to the effect that bright odd lighting is always associated with earthquakes because of gasses released. "Tectonic stresses ionizing the atmosphere to the release of gasses." Earthquake lights have become a source of attention by geologist such as Andrew Alden. In a least developing nation (with minimal modern energy resources), where one of the world's oldest living cultures survives, despite intensive experiences with earthquakes, the people say that the frightening bright lights during 2002 earthquake was something new. In the article, CLG implies Chile HAARP Quake: Great ball of fire?, it was reported that a "bright glow was seen and reported by hundreds of people, locals and tourists, during Vanuatu's 7.3 earthquake in 2002. The writer witnessed that bright glow there during that quake around 4 a.m."
Awakened by the quake's violent jolts, the writer saw in the unusually lighted room the bedroom curtains appearing to stand straight out horizontally due to the house tilting. After struggling down the stairs in the dark with three other people occupying the house at the time, the brightest flash occurred within seconds of the quake.
Each occupant had automatically attempted to turn on upstairs lights to better see down the stairs that were moving up and down, (not sideways), but the electricity was out. When at the bottom of the stairs, within a minute of the quake, an exceptionally bright, white light lit the entire downstairs. It was so odd, even amdist what felt like a near death experience, the four questioned how that light could have been possible.
"Vanuatu's indigenous population and one of the World's oldest living cultures that inhabits a remote and pristine tropical paradise area, reported that they had never before seen a bright glow during earthquakes.
"They did notice with great curiosity, due to its unusual presence there in the Port Vila harbor, the huge U.S. Navy ship that had unceremoniously moved in a couple of days before the quake, leaving before the quake as quietly as it had arrived." Aftershock report on nuclear 'tests,' quakes, suspicious deaths and secrets
Investigative reporter, Wayne Madsen reports on suspicious deaths, possible suicided cases involving employees at the UN's Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO) offices. For example, he highlights the death of U.N. seismographic monitoring expert, Timothy Hampton who worked in the CTBTO's International Data Center Division that collects seismographic data on tremors from 255 monitoring stations around the world. Now Hampton's colleagues at CTBTO live in fear, possibly due to the "fact that the UN agency's global network of 255 certified seismographic monitoring stations may be recording cataclysmic changes in the earth's crust that governments and the UN want to keep secret from the public. The subsurface seismic monitors are able to distinguish between nuclear tests and natural tremors." (Madsen)
"The recent spate of powerful earthquakes in Haiti, Chile (Concepcion-Santiago and the latest 6.3 quake in Antofagasta in the north), Taiwan, and the South Pacific suggest that contrary to what the U.S. Geological Survey (USPS) claims is "normal" is far from commonplace."
Furthermore, Madsen reports that CTBTO seismographic monitoring stations are located in areas of recent earthquake activity." The staitons are in Ushuaia, Coronel Fontana, Limon Verde, Easter Island, Robinson Crusoe Island, and Juan Fernandez Island, Chile; Guadeloupe, Puerto la Cruz, and San Juan in the Caribbean; and Guangzhou, China.
Even more unsettling is the WMR findings from sources close to the USGS that the agency that have disclosed that "part of the Department of Interior, is 'cooking' magnitude figures on earthquakes with a tendency toward downgrading them in strength."
It is no small wonder that in earthquake-ravaged Chile, Secretary of State Hillary Clinton's photo-op visit angered the Chileans.
Madsen's concludes that "[a}fter U.S. government agencies were caught lying about weapons of mass destruction in Iraq, details about the hurricane Katrina disaster on the Gulf coast, and a number of other issues, the question can now be asked: Is the U.S. government engaged in a cataclysm cover-up?"
This conclusion reflects the groundswell of voices around the world.

Two days after we warned that anti-government activists were about to be framed for violence, Californian man attacks police officers, media cites motivation as advocacy for 9/11 truth
Just two days after we warned of false flag domestic attacks that would be blamed on the federal government’s political adversaries were all but inevitable, a Californian man attacked the Pentagon last night in a shooting that wounded two police officers and has since been blamed on the John Patrick Bedell’s advocacy for 9/11 truth.
On Wednesday we explained how a Southern Poverty Law Center report which demonized We Are Change 9/11 truth organizations in the same breath as violent racist skinhead groups was part of a preparatory set-up for violent domestic acts that would be blamed on anti-government extremists.
We pointed out that since examples of Americans committing violence in pursuit of their political beliefs, FBI patsy Timothy McVeigh aside, were thin on the ground, organizations like the SPLC were begging for such incidents to occur in order to provide the federal government with the pretext to crack down on dissent and silence free speech on the Internet.
Low and behold, last night 36-year-old John Patrick Bedell calmly walked up to a subway station immediately adjacent to the Pentagon building, pulled out a gun and opened fire at point blank range.
“He walked up very cool. He had no real emotion on his face,” said Richard Keevill, chief of Pentagon police.
Two officers were injured before Bedell was gunned down and later confirmed dead in the early hours of the morning.
As is routine, people who knew Bedell expressed shock that he would attempt such an attack.
“He just seemed like a normal guy to me,” Ronald Domingues said. “I wouldn’t suspect he would be involved in anything like this.”
Under the headline, Pentagon Shooter Railed Against U.S. on Internet, the Associated Press reports that one of the primary motivations for the attack was Bedell’s “Resentment of the U.S. government and suspicions over the 9/11 attack.”
“Signs emerged that Bedell harbored ill feelings toward the government and the armed forces, and had questioned the circumstances behind the Sept. 11, 2001, terrorist attacks,” according to the article.
Bedell was also “determined to see that justice is served,” according to another Internet posting, in response to the death of Marine Col. James Sabo, which was ruled a suicide but suspected by Bedell to be a cover-up.
“Officials said they’d found no immediate connection to terrorism but had not ruled it out,” states the report.
The proximity of the incident to the release of the SPLC report is seamless and the implication is clear – anyone who demands that ‘justice be served’ in response to government corruption or anyone who demands the truth behind 9/11 be made public is a dangerous extremist who is likely to go on a shooting rampage.
The media attempted to craft a similar scenario following the Richard Poplawski shooting, which killed three Pittsburgh police officers, despite the fact that the incident arose as a result of a domestic dispute between Poplawski and his mother, and not as a consequence of Poplawski’s political beliefs, as the media attempted to spin the events.
The debunkers and the establishment can now have a field day with the Pentagon shooting and use it to make the case that 9/11 truthers are violent and should be silenced, ignoring the fact that not a single 9/11 truther has committed an act of violence in pursuit of their beliefs, and despite efforts to frame 9/11 truther Gary Talis when he was falsely accused of attacking a girl in a wheelchair. Talis was acquitted by a New York jury despite New York police officers and one Secret Service agent lying in claiming Talis had assaulted the girl when in fact he was the one being assaulted by the girl’s father.
There can be little doubt that we will see more incidents like last night’s shooting and, whether genuine or staged, they will be exploited to the maximum by the establishment media and the government to portray anyone who questions 9/11 and anyone who expresses “resentment” about how they have been looted for trillions of dollars as violent extremists who need to be silenced.
Such incidents will dovetail perfectly with the rapid advancement of cybersecurity and Internet censorship laws that will force people to obtain licenses to exercise free speech on the web, while providing Homeland Security with the perfect pretext to increase surveillance of all Internet traffic and communications.

Every few decades, the sun experiences a particularly large storm that can release as much energy as 1 billion hydrogen bombs. Officials from Europe and the U.S. say an event like that could leave millions on Earth without electricity, running water and phone service.
A massive solar storm could leave millions of people around the world without electricity, running water, or phone service, government officials say.
That was their conclusion after participating in a tabletop exercise that looked at what might happen today if the Earth were struck by a solar storm as intense as the huge storms that occurred in 1921 and 1859.
Solar storms happen when an eruption or explosion on the surface of the sun sends radiation or electrically charged particles toward Earth. Minor storms are common and can light up the Earth's Northern skies and interfere with radio signals.

Microsoft founder Bill Gates told a recent TED conference, an organization which is sponsored by one of the largest toxic waste polluters on the planet, that vaccines need to be used to reduce world population figures in order to solve global warming and lower CO2 emissions.
Stating that the global population was heading towards 9 billion, Gates said, “If we do a really great job on new vaccines, health care, reproductive health services (abortion), we could lower that by perhaps 10 or 15 per cent.”
Quite how an improvement in health care and vaccines that supposedly save lives would lead to a lowering in global population is an oxymoron, unless Gates is referring to vaccines that sterilize people, which is precisely the same method advocated in White House science advisor John P. Holdren’s 1977 textbook Ecoscience, which calls for a dictatorial “planetary regime” to enforce draconian measures of population reduction via all manner of oppressive techniques, including sterilization.
After presenting an equation that included the number of people on the planet and CO2 emissions, Gates said, “Probably one of these numbers is going to get pretty near to zero.”
Later in the presentation, Gates mentions picking a vaccine, “which is something I love,” that would be used to lower global CO2 emissions.
He also advocates pouring more money into the global warming scam by way of the United Nations, as well as a “CO2 tax” and cap and trade, while making it clear that the developed world would have to reduce its living standards by cutting back on essential services that generate CO2.
Gates said that a 20 per cent reduction in CO2 emissions was necessary by 2020, a 50 per cent reduction by 2050, and ultimately that there had to be zero CO2 emissions globally, a measure that would completely reverse hundreds of years of technological progress and return man to the agrarian age, all in the name of preventing an alleged miniscule temperature increase that has been proven to be based on fraudulent data models in light of the Climategate scandal.
One of Gates’ proposals for reducing CO2 emissions is the use of biofuels, which as a new report highlights, has resulted in millions of acres of forests being destroyed, which ultimately means a net increase in CO2 emissions from biofuels when compared to fossil fuels, not to mention the massive devastation caused to wildlife.
As we have documented, a CO2 reduction of 50-80 per cent, not to mention 100 per cent, would inflict a new great depression in the United States, reducing GDP by 6.9 percent – a figure comparable with the economic meltdown of 1929 and 1930.
Additionally, the “post-industrial revolution” being proposed by Gates and his ilk would lead to massive job losses.
The implementation of so-called “green jobs” in other countries has devastated economies and cost millions of jobs. As the Seattle Times reported back in June, Spain’s staggering unemployment rate of over 18 per cent was partly down to massive job losses as a result of attempts to replace existing industry with wind farms and other forms of alternative energy.
In a so-called “green economy,” “Each new job entails the loss of 2.2 other jobs that are either lost or not created in other industries because of the political allocation — sub-optimum in terms of economic efficiency — of capital,” states the report.
The fact that Gates would be so open in his call to use vaccines to lower global population (without a word as to the human rights considerations), probably has a lot to do with the audience attending his speech.
The TED organization admits that it is elitist, “in a good way,” and charges a whopping $6,000 dollars membership fee which must be paid by conference attendees. TED also charges nearly $1,000 just for its live conference web stream. The organization’s sponsors include IBM and military-industrial complex kingpin General Electric, which has a notorious history of environmental misdeeds, being ranked fourth-largest corporate producer of air pollution in the United States, with more than 4.4 million pounds per year (2,000 Tonnes) of toxic chemicals released into the air. GE is also a major contributor to the toxic waste problem, rendering its sponsorship of an organization that claims to be seeking solutions to environmental problems completely hypocritical.
