Taliban claims French bribery ploy
French troops deployed in Afghanistan are attempting to bribe Taliban fighters not to attack them, a senior Taliban leader has told Al Jazeera.
In an exclusive interview, Saif-Allah Jalili, the Taliban commander of the Kabul district, said on Monday that his men have been offered gifts and money by the French soldiers in order to persuade the fighters not to engage their forces.
"The French in Sorubi [in Nangarhar province in eastern Afghanistan] tried to send gifts to Taliban fighters and offered them a lot of money in return for not launching attacks targeting the French troops," Jalili said.
"But Taliban fighters replied by rejecting everything and by strongly demanding the departure of the French troops and all other troops from our country, which they invaded by force," he said.
The Nato-led International Security Assistance Force [Isaf] has denied Jalili's claims, saying they are Taliban propaganda.
In his interview, Jalili also claimed that local groups being armed by Western forces to confront his fighters were in fact handing over the weapons to the Taliban.
"There are many groups that work for the Taliban and also receive weapons from the foreign troops through the government," he said.
"They are supposed to fight us, but these groups fulfil their promise of loyalty by bringing the weapons to the Taliban," he said.
Clandestine payments
The Taliban claim comes only a month after Italian troops in the same area were accused of paying off Taliban fighters to keep the area calm.
Despite Italian denials, there were suggestions that French troops deployed in the region had no knowledge of the clandestine arrangement and an attack last year on them that resulted in the deaths of 10 French soldiers was directly because the payments had been discontinued.
The country is experiencing a recent peak in violence following the 2001 invasion and extra soldiers are said to be needed to battle opposition fighters and train local security personnel.
Barack Obama, the US president, is due to announce on Tuesday his decision on requests from his senior commanders for up to 40,000 more troops to be sent to Afghanistan.

Chinese Doctor Questions Official H1N1 Death Toll
The H1N1 flu virus has claimed thousands of lives around the world. In China, the worlds most populous country, the regimes official death toll is 53.
But Dr. Zhong Nanshan says he doubts this figure released by the Chinese regimes Ministry of Health.
[Dr. Zhong Nanshan, Director of the Guangzhou Institute of Respiratory Diseases]:
"I don't believe the official confirmation of these numbers because even in the United States, the (U.S. Centers of Disease Control) said the actual number is much higher in the U.S. than the reported cases. How high? It will be 140 times higher. So I think China will be the same."
Dr. Zhong says local health officials are underreporting the number of H1N1 deaths, because a high death toll reflects badly on them.

"Some of the local healthcare authorities are reluctant, unwilling to test those patients with severe pneumonia because there's some latent rule that's to say the more deaths by the H1N1 flu, the less the achievement of your control work and prevention work in your area."
On Wednesday, Chinese state media reported a genetic mutation has been found in eight H1N1 flu cases in the mainland.
Dr. Zhong says the deaths should be reported accurately to see if theres any sudden increase that would indicate mutations in the H1N1 flu strain.

"If there is really a re-assortment between the H1N1 and H5N1 that would be a disaster. So this is something we need to monitor, the mutation of the virus. This is why I think we should be, in reporting the death rate, it should be done in a transparent way.
Three cases of mutation of the virus have been reported in Norway. Its being investigated by the World Health Organization.

Police arresting people "just for the DNA"
LONDON (Reuters) - Britain has built the world's biggest DNA database without proper political debate and police routinely arrest people just to get their DNA profiles onto the system, the genetics watchdog said in a report on Tuesday.
The Human Genetics Commission, which advises the government on the social, legal and ethical aspects of genetics, called for a review of the database and said new laws must be passed to govern its use.
In a damning report, the commission said "function creep" had transformed the system from a DNA store for offenders into a database of suspects.
More than three-quarters of young black men aged between 18 and 35 are on the system, the report said.
Set up in 1995, the database contains the DNA profiles of five million citizens, eight percent of the population, making it the world's biggest in proportion to population size.
"Parliament has never formally debated the establishment of the National DNA Database and safeguards around it," commission chairman Professor Jonathan Montgomery said in a statement.
"It has developed through amendments to laws designed to regulate the taking of fingerprints and physical evidence before DNA profiling was developed.
"It is not clear how far holding DNA profiles on a central database improves police investigations."
The report quoted an unidentified retired senior police officer as saying that "it is now the norm to arrest offenders for everything" in order to obtain a DNA sample.
'VITAL TOOL'
A Home Office spokesman said the database was a "vital crime-fighting tool" that had linked more than 410,000 crime scenes with a DNA match and a possible lead to an offender between 1998 and March 2009.
"Research shows no clear link between the level of offence for which an individual is arrested and the seriousness of any subsequent offence with which they may be associated," the spokesman said. No one from the Association of Chief Police Officers could immediately be reached for comment.
Opposition politicians and human rights groups said the report provided further evidence that Britain is becoming a "surveillance society," where people's personal details are stored and their movements constantly monitored.
Conservative Home Office spokesman James Brokenshire said Gordon Brown's government had allowed the DNA database to grow "for the sake of it, regardless of guilt or innocence."
"Under Labor's surveillance state, everyone is treated as a potential suspect," he said.
The report recommended that parliament pass new laws that clearly outline the powers of the police and the DNA database.
An independent panel should be set up to review the evidence on who has given DNA samples and why. The type of offences which require suspects to give a sample must also be reviewed.
Police in England and Wales can take and store the DNA of anyone arrested for a recordable offence, a category that includes all but minor crimes.

STRANGE MULTICOLOR FLASHES shut ELECTRICAL POWER in Sanibel and Captiva
LCEC spokesperson Karen Ryan says 600 customers on Captiva now have power. Crews are still working to restore service to the remaining 1900. Engineers expect the remaining repairs to go quicker than previous ones. All customers should have power within the next couple of hours.

LCEC officials tell Fox 4 all power was restored to the 2,500 customers experiencing an outage on Sanibel Island around 1 a.m. Approximately 2,500 customers on Captiva Island remain without power. Crews are still on scene, and will not leave until all customers have power.
At this time, the cause of the damage is not known. It appears that the event was triggered by a device failure in the substation. It could have been caused by a tree branch that fell on a power line.
Fox 4 is working to find out if the source of the lights reported in sky are related. Watch tonight at 10pm for a full report.

"Global Warming" SCAM - Hack/Leak FLASH
Apparently a "Global Climate Center" was hacked and the contents have been posted to the Internet. A ZIP file exceeding 60MB and containing a huge number of emails and other documents has been posted worldwide.
Original speculation as to whether the files posted were legitimate or some sort of spoof appears to now be confirmed as legitimate:
“It was a hacker. We were aware of this about three or four days ago that someone had hacked into our system and taken and copied loads of data files and emails.”
I have not had time to read all of the material yet (there are over a thousand files involved!) but what I have skimmed looks VERY damning. Contained within the documents are what appear to be admissions of intentional tampering with data as well as intentional falsification of results to "show" man-made global warming.
One of the emails says:
"I’ve just completed Mike’s Nature trick of adding in the real temps to each series for the last 20 years (ie from 1981 onwards) and from 1961 for Keith’s to hide the decline."
That is, to hide a decline in global temperatures.
It gets better. Another message, this one allegedly from 2000:
It was good to see you again yesterday - if briefly. One particular thing you said - and we agreed - was about the IPCC reports and the broader climate negotiations were working to the globalisation agenda driven by organisations like the WTO. So my first question is do you have anything written or published, or know of anything particularly on this subject, which talks about this in more detail?
Oh, so it's not about the planet getting warmer, but rather is a convenient means of advancing an agenda that has already been pre-determined?
Then there's this:

Sorry folks, there's no science here - this is, from what I see, a massive and outrageous fraud, and now that the documents have been confirmed as authentic it is time to pull the curtain down on this crap and start locking up all of the proponents - starting with AL GORE.

47 out of 91 models listed in Chapter 9 assume that carbon dioxide in the atmosphere is increasing at the rate of 1% a year when the measured rate of increase, for the past 33 years, has been 0.4% a year. The assumption of false figures in models in order to boost future projections is fraudulent. What other figures are falsely exaggerated in the same way?
